They have an ac of 9 and absorb 4 damage. This of course depends on the quality of the craftsmanship and the quality of the metal. They could go higher on the ac but then they would cost more and be heavier. +25 to block

Same armor class, only bigger, covers more of an area than the small wooden shield. +25 to blocking

A light weight, durable, thick plastic shield. Used by police before the war, now used by any one.

This shield is lighter and just about as strong as the large metal shield, it is also more comfortable to wear and the design is quite good. +30 to block 7ac, absorbs 4 damage

The reason they aren’t 99% common is that they aren’t that great, they are easy to make but that’s the only thing they have going for them. They won’t stop a bullet, and a skilled warrior could cut right through one but they do offer more protection than just your arm so they are worth using if you are a shield kind of character.

They might merely slow a bullet but its better than nothing. They typically have an ac of 7 and absorb 3 damage although they tend to splinter. They are only about 2 ft in diameter, mostly used for fending off close combat blows.
